The Prevention and Protection Service Manager: Role and Training
Who the RSPP is
The Prevention and Protection Service Manager (in Italy, the RSPP) is the technical figure who coordinates safety management in a company. Appointed by the employer, they identify risk factors, propose prevention measures and contribute to worker information and training programmes.
They are not just an external consultant: they are the technical director who turns the duties of the law into concrete action, starting from the risk assessment.
Core duties
The RSPP works with the employer to:
- identify and assess risks and draft the related document;
- develop prevention and protection measures and verify their effectiveness;
- define safety procedures for different activities;
- propose training and information programmes;
- take part in the periodic safety meeting.
A role of proposal, not sanction
The RSPP proposes and coordinates, but ultimate responsibility stays with the employer. Their value therefore depends on being heard, on dialogue with supervisors and on building trust with workers.
Training for the role
The role requires suitable qualifications and specific training in modules (regulatory, managerial-organisational and technical), differentiated by risk macro-sector, plus mandatory periodic refreshers. Competence is never acquired once and for all: regulations, technologies and processes change and demand continuous training.
Internal or external?
A company can appoint an internal RSPP or rely on an external professional. In certain cases and sizes the employer may perform the role directly after dedicated training. The choice depends on the complexity of risks and the company structure: what matters is genuine competence and real presence.
Why the role is strategic
A good RSPP goes beyond compliance: they help build a genuine prevention culture. When technical competence is paired with engaging training methods, such as ClueFrame's investigative, gamified scenarios, safety stops being seen as a constraint and becomes part of how people work.
In short
The RSPP is the link between rules, risks and people. Investing in their training and authority gives solidity to the entire company prevention system.
